No doesn't, but games like Brawl have ''stickers'' and stuff that you collect throughout your play through. So it just depends on the game, if they have achievement-like things for you.
Not universally, no. Achievements may be implented into a game at the disgression of the developer, however.Metroid Prime 3: Corruption, for instance, has an achievement system of some sort.
